| Seeking applicants for new Neighborhood and Community Engagement Commission |
|
The City of Minneapolis is now accepting applications from residents for seven positions on the newly created Neighborhood and Community Engagement Commission. The role of the commission will be to shape how the City engages its residents and works with neighborhood and community organizations, as well as oversee programming details and funding for neighborhood revitalization work.
The seven committee members that will be appointed by the Mayor and City Council will be part of the 16-member committee. Of the remaining members, eight residents will be selected by neighborhood organizations and one will be appointed by the Minneapolis Park and Recreation Board. Please note this application process only applies to the seven residents who will be appointed by the Mayor and City Council.
The application deadline for these seven positions is Nov. 19, 2008. Applicants are required to be Minneapolis residents who do not hold a current election certificate. Current City employees are not eligible. For more information and to apply, visit

Commission meetings will generally take place once a month. Typically, members will serve two year terms. However, since this is a new commission, staggered terms will be established for the future. Of the initial seven appointees in this group, three will be for a term to expire in January 2011, and four will be for a term to expire in January 2012.
The Neighborhood and Community Engagement Commission was created by the Mayor and City Council in late September. It is designed as one measure to strengthen the relationship between the City and its neighborhoods and carry on the work of the Neighborhood Revitalization Program (NRP) beyond 2009. Because the state legislation that funded NRP sunsets in 2009, City leaders have been working since 2006 to improve the City's community engagement system and to find ways to make sure neighborhoods remain a valued part of the City's culture, serving as a link between City government, residents and businesses. That work has centered around creating a community engagement system that allows City government and neighborhoods to work more closely together, while being more accountable and transparent to taxpayers.

| Victory Races - September 1 |
There were 823 entrants this year. We had a wonderful turnout of volunteers and visitors were impressed! 22 people helped at the picnic: (5 FNA staff members, 5 Camden Lions cooked and served the hot dogs, and 12 volunteers from Folwell and Webber-Camden neighborhoods). | Halloween Candy Donations |
|
Thank you to everyone who donated candy or made a cash donation to Halloween in the Park. Monetary donations totaled $120 and 89.71 pounds of candy went to Folwell Park for the event. |

| Special Awards announced at the FNA Annual Meeting |

Three individuals were recognized with Certificates of Appreciation: Cheryl Sanderson for "honoring your commitment to the residents of Folwell Neighborhood and the greater community", Elaysione Seals "for your care and thoughtfulness in keeping Folwell Neighborhood beautiful" and Gayle Smiley "for continued good work and dedication to your community and for ‘always being there’ for the children of Folwell Neighborhood". Thanks to all of the wonderful Folwell Volunteers for your continued service and support; your commitment to Folwell neighborhood is truly appreciated. | Plan Modification Approved at FNA Quarterly Meeting |
|
At the August 4 Quarterly Membership meeting, a Plan Modification of
$187,941 was approved. This Plan Modification is one part of the
consolidation and redirection strategies to ensure that Folwell Neighborhood
Association will be a fully-functioning neighborhood organization working on
behalf of residents now and in the future.

| Lowry Avenue Corridor |

If construction continues as planned, the Lowry Avenue roadway between Girard and Queen avenues should be reopened by November 1, 2008.

Ice Cream Social, June 26, 5:30-8pm at Folwell Park

On a warm, June summer evening, Folwell Park was the setting for the annual FNA Ice Cream Social. There was lots of free ice cream along with face painting, music, and a dunk tank. Jojo the Balloon Guy, who makes over 600 different balloon animals, etc.) was there, too. Caricatures by Tony LaMotte were special treasurers to take home. Spin art, the environmental table and the inflatables were big hits, too. The table for making origami cranes (1,000 of them for peace and prosperity on the Northside) was always filled with busy fingers being led through the intricate folds by Jenn Walker of the FNA staff. Thanks to all volunteers (we can't do it without you), the staff of Folwell Park and Folwell Neighborhood Association. All together 42 people made this year's ice cream social the best ever!

Lowry Avenue Bridge Closed : April 25 at 10 am.
|
Hennepin County closed the Lowry Avenue Bridge, effective 10 a.m.
Friday (April 25), due to known structural issues with one of the bridge's
piers.
In 2004, bridge engineers discovered Pier 3 had rotated 11 inches out
of vertical alignment. Further rotation of the pier has introduced an
unreasonable risk to the traveling public. The rotation of the pier,
coupled with the normal temperature expansion of the superstructure, has
created a situation that prevents an accurate determination of the stresses
the bridge is experiencing.
"The structure, we believe, is not in any imminent danger of collapse,
but as the air temperature increases, the situation could change without
notice - that is our primary concern," said Hennepin County Transportation
Department Director Jim Grube.

Rain barrels are a great way to prevent run off into our rivers and use what water we get more wisely. It is also great if your downspout area tends to flood; trap that water and use it on your flowers and plants later.

During February and March, the Webber-Camden office will be open as usual 9-5 week days, but also every Saturday from 9am until 1pm, with a special focus on foreclosure prevention and intervention. EMMI folks will be on site every Saturday. Residents may call, or stop into the office anytime! All requests for help will be refereed by staff within one hour of contact. The Mayor's Budget |
The Mayors budget message, delivered on September 24, 2007 was optimistic and challenging. We know that this address will be discussed in the media, both print and electronic in the days to come before the City Council votes to finalize the 2008 budget in December. We are posting the text of his address in full because we believe that residents should read it for themselves. It will take the common will of the City Council, City agencies and residents to move the best strategies for Minneapolis forward with the wisest possible use of resources. Please read Mayor Rybak’s 2008 budget proposal and decide for yourself the next best steps and from a position of knowledge, engage in the discussion with your neighbors and with your Council Member.

Clean and Green Kick-off a success |
| 26 volunteers from Folwell, McKinley and Webber-Camden neighborhoods cleaned up 1800 pounds of trash and debris from the streets and sidewalks along Fremont, Girard and Dowling Avenues on September 15th. This is a renewed initiative with the Northside Home Fund Board, the Family Housing Fund and Folwell Center for Urban Initiatives to encourage housing maintenance and clean communities. The Folwell Neighborhood Association (FNA), becuase of its expanded scope of service, is doing business as "Folwell Center for Urban Initiatives" (Folwell Center). Folwell Center pursues a comprehensive, creative and cross-neighborhood approach to address issues confronting North Minneapolis. Programs and projects are mutually supportive and interdependent, utilizing multiple strategies of crime prevention and intervention, facilitation of multi-jurisdictional coordination, youth development, education, family support and community-based academic research. Folwell Center operates a community and economic development (CED) and a cluster of programs under the auspices of the 4th Precinct CARE Task Force (CARE Task). The CED is monetarily self-sufficient and does not require funding. CARE Task programs require approximately $1.8 million a year. Programs will operate at least from 2005 to 2008. The first nine months of programs for 2005 have been funded through grants from Federal Departments of Education and Justice, the McKnight Foundation and the Empowerment Zone. |
