Thanks to all who made cash or candy donations to this year’s Halloween in the Park. It was much appreciated. Monetary donations totaled $120 and 89.71 pounds of candy went to Folwell Park for the event.

At the September 4, 2008, meeting of the WCNO Board of Directors, a Board Action regarding 3800 Fremont Avenue North was passed. Final approval will occur at the December 4, WCNO Board Meeting. Approve acquisition of 3800 Fremont Avenue North following intent for acquisition via electronic communication. "Regarding the acquisition of the property known as 3800 Fremont Avenue North, the Board of Directors of the Webber-Camden Neighborhood Organization (WCNO) acts on behalf of, and in the best interest of the residents of the Webber-Camden neighborhood to participate with the City of Minneapolis in the acquisition of 3800 Fremont Avenue North with the intent of demolishing the property and holding the land for future development in accordance with the Minneapolis Plan. Webber-Camden Neighborhood Organization will participate in 50% of the cost of the property at a mutually agreed upon price and 50% of the cost for demolition of the existing structure. The action anticipates that approximately $45,000 will be used for acquisition and $10,000, in addition, for demolition. The action anticipates that upon the future and mutually agreed upon sale of the land for the purpose of redevelopment, WCNO will receive 50% of the proceeds of that sale and with no funds being recovered for demolition costs. Further, maintenance of the land following demolition of the structure will be the responsibility of CPED, City of Minneapolis.

Two Webber-Camden residents were presented with a Certificate of Appreciation: Joel Breeggemann and Michael Pristash "for your exceptional work in developing and sustaining the Get to NOMI program and NOMI Home Tour in the Camden Community". Thank you to all Volunteers and Partners for your continued support. From October 2007 through September 2008, 83 people volunteered their time and energy to WCNO with total volunteer hours of 370.07.
UPDATE : October 22, 2008 - Kevin Aldwaik 1701 44th Avenue North
Just did another site visit and they have taken down the side shed (OK) and replaced the front windows (permitted—OK). Workers are there today. So far it seems as if they are staying within the scope of the permit that was issued/obtained
Residents have been wondering about the current activity at 1701 44th Avenue North - here is the scoop!
The property at 1701 44th Avenue North is owned by Kevin Aldwaik who wants to open a grocery/convenience store at that location. He is the previous owner of Lyn-Stop on north Lyndale Avenue. He came before the WCNO Board in two public meetings where the Board voted no upon each appearance and put their decision in writing. Following the second meeting he met with WCNO President Reverend Linda Koelman at North Church; after that meeting, he left a $300 cash donation under her office door with the request that she pray for him and then went to the Middle East for most of last summer while the property stood vacant. The donation went to the police along with an attempted bribery complaint. Aldwaik has permits to do specifically identified work at that location now. He applied for a grocery license in September and has not applied for a tobacco license which, even if it was applied for would not be granted because of changes in zoning that no longer permit tobacco sales in CI areas. And, the permits he has now do not cover the extent of the work that must be done if he attempts to move forward with a plan for a grocery/convenience store. City of Minneapolis Licensing and Inspections departments are monitoring the progress. The WCNO Board and the Council Member oppose the intended use and the final decision is with the City Council.
Concerns center around the location as being too close to Patrick Henry, the usual bad behavior that seems to be attracted to convenience stores, and the lack of parking. The situation is being monitored.
The City of Minneapolis is now accepting applications from residents for seven positions on the newly created Neighborhood and Community Engagement Commission. The role of the commission will be to shape how the City engages its residents and works with neighborhood and community organizations, as well as oversee programming details and funding for neighborhood revitalization work.
The seven committee members that will be appointed by the Mayor and City Council will be part of the 16-member committee. Of the remaining members, eight residents will be selected by neighborhood organizations and one will be appointed by the Minneapolis Park and Recreation Board. Please note this application process only applies to the seven residents who will be appointed by the Mayor and City Council.
The application deadline for these seven positions is Nov. 19, 2008. Applicants are required to be Minneapolis residents who do not hold a current election certificate. Applications are also available at the Minneapolis City Clerk's Office, room 304 of City Hall at 350 S. Fifth St.
Commission meetings will generally take place once a month. Typically, members will serve two year terms. However, since this is a new commission, staggered terms will be established for the future. Of the initial seven appointees in this group, three will be for a term to expire in January 2011, and four will be for a term to expire in January 2012.
The Neighborhood and Community Engagement Commission was created by the Mayor and City Council in late September. It is designed as one measure to strengthen the relationship between the City and its neighborhoods and carry on the work of the Neighborhood Revitalization Program (NRP) beyond 2009. Because the state legislation that funded NRP sunsets in 2009, City leaders have been working since 2006 to improve the City's community engagement system and to find ways to make sure neighborhoods remain a valued part of the City's culture, serving as a link between City government, residents and businesses. That work has centered around creating a community engagement system that allows City government and neighborhoods to work more closely together, while being more accountable and transparent to taxpayers.
If construction continues as planned, the Lowry Avenue roadway between Girard and Queen avenues should be reopened by November 1, 2008.

Saturday, April 19, Webber Park
The 35 volunteers for the Earth Day Cleanup at Webber Park gathered at 9:30am to scour the area around Webber Pond and along Shingle Creek to pick up trash and debris. Lots of filled, bright yellow bags were ready for disposal - indicating the volunteers did a great job of picking up the trash that shows up in the spring once the snow has melted. Snacks, water and pizza were the order of the day - a person can work up an appetite doing the 'clean-up chores'. A big thank you to the Webber-Camden volunteers, the staff of Webber-Camden Neighborhood Organization, Webber Park and the Minneapolis Park and Recreation Board.
Hennepin County closed the Lowry Avenue Bridge, effective 10 a.m. Friday (April 25), due to known structural issues with one of the bridge's piers.
In 2004, bridge engineers discovered Pier 3 had rotated 11 inches out of vertical alignment. Further rotation of the pier has introduced an unreasonable risk to the traveling public. The rotation of the pier, coupled with the normal temperature expansion of the superstructure, has created a situation that prevents an accurate determination of the stresses the bridge is experiencing.
"The structure, we believe, is not in any imminent danger of collapse, but as the air temperature increases, the situation could change without notice - that is our primary concern," said Hennepin County Transportation Department Director Jim Grube.

It's time to celebrate! Webber Park Library has reopened! The library will be open Tuesday and Thursday, noon to 8pm and Saturday, 10am to 6pm. The library was temporarily closed last December due to budget issues; the merger between Minneapolis Public Library and Hennepin County Library systems included funds for reopening of Roosevelt, Southeast and Webber Park libraries. Webber Park now has 12 public computers, doubling its previous total, as well as new materials in all formats, reorganized collections for easier access and a new staff. The Mayors budget message, delivered on September 24, 2007 was optimistic and challenging. We know that this address will be discussed in the media, both print and electronic in the days to come before the City Council votes to finalize the 2008 budget in December. We are posting the text of his address in full because we believe that residents should read it for themselves. It will take the common will of the City Council, City agencies and residents to move the best strategies for Minneapolis forward with the wisest possible use of resources. Thanks to all who helped at the kickoff of Clean and Green on September 15; 26 volunteers from Webber-Camden, McKinley and Folwell neighborhoods cleaned up 1800 pounds of trash and debris from the streets and sidewalks along Fremont, Girard and Dowling Avenues from 44th to Dowling and I-94 to Fremont. WCNO purchased new vests for the Hennepin County Probation officers working out of the Probation House at 26th and Irving Avenue North. At the Quarterly Meeting, WCNO received a letter of thanks signed by Fred LaFleur, Senior Department Director of Hennepin County Community Corrections, on behalf of the Probation Officers. The letter will be proudly displayed in the WCNO office.
WCNO Supports the Minneapolis Police Department: VOTF and the 26th and Irving Probation Officers: The WCNO Board of Directors acted to purchase night vision camera equipment for the Violent Offenders Task Force (VOTF) and vests for the Hennepin County Probation officers working out of the Probation House at 26th and Irving Avenue North. The Board used $11,000 in funds from a strategy in the NRP Phase I Plan that supports the MPD and public safety initiatives. VOTF does 90% of its work in the 4th Precinct and is active in the Webber-Camden neighborhood, while the officers from the Probation House are assigned to the Precinct neighborhoods exclusively.
